I've never sat down to list my top five...don't know if i even can cause all the villians are just...brilliant. But i'll try lol.

5. Harley Quin or The Riddle. It's to hard to decide. >.<!

4. Scarecrow

3. Killer Croc
(He really just needs a hug. Aww.)

2. Red Hood/Robin i.e Jason Todd
(Not sure if he's really considered a villian but the background for this character is awesome.)

1. Joker
(He was my favorite when i was a kid watching B:TAS. And then the newest movie re-lit my love of the character. He makes me giggle and then piss myself in fright lol. Has anyone seen Patient J? Really good fan-made film.)

I also love when Harley and Ivy get together.

Mikey408
Minthalas
GLJordan
honorable mention to Ivy and Harley but my like for them has nothing to do with them being batman villains so I am going classic traditional in my choices.

I'm guessing you think they're hot?

Well I think Ivy is hot

Baaah every answer was as typical as I knew it would be.
Everyone forgot Batmans greatest enemy.

Himself!

Or to be more specific the constant conflict Batman has between his morals and his ultimate goal.

Batman knows that for the vast majority of the people he deals with,
There is not, and will never be any rehabilitation.

He knows that they will never get better, and that he will spend his life trying to put them away.

And with that said, he knows that the only way to truely solve the problem is to completely get rid of the solution. Kill them all and the problem goes away. But he also knows in his head that if he did that he wouldn't be any better than the rest of them. And even worse, what happens when he dies and there is no one there to do his work?

I could go on, but my point is made.

Batmans number one enemy, himself.

Very true and I like that you pointed this out, but we are talking about villains, not enemies. There is a difference.

Your reasons for Joker at number 1 are the exact same as mine. I haven't seen Patient J so I will have to check it out
