You must not be familiar with Batman's history. He used to use guns, and he didn't have a "no killing" rule either. He was more ruthless, in keeping with the pulp heroes he was inspired by like the Shadow.

The idea behind this series was to give the Vertigo treatment to a Batman based purely on that early incarnation, when he still used guns.

Oh everyone knows that, I even own a few Batman Chronicles where he used guns. And "use" to have a no killing rule? Whenever Frank Miller writes him, he usually ends up killing someone. Just look at All-Star Batman and Robin, haha.
