So can someone help me find this comic

Well....this is going to be the most vague thing EVER!
I don't really expect anyone to be able to help me, it's just worth trying

Years ago, before I became batgirl, I was in my public library, reading (duh...)
I read this comic there and I always remembered it.
The problem was, I didn't remember the title, as I didn't think much of getting into comics back then (when I was like....10)

The basic thing I remember is:

An evil dude....not sure who
He had kidnapped a whole bunch of superheroes....and the setting was just where he had kidnapped one more, and was revealing his evil plan to her/him (I believe it was a 'her' I can't remember)
Then a whole load of rockets get launched from his base.
In these rockets contain superheroes (having been captured)...who I'm sure whether they are frozen in them...or just trapped
I'm not sure

The one hero, of the motley bunch who have been trapped, I remember was Green Arrow....
(I remember so...because I thought "ha....green arrow....what a crappy carbon copy of green lantern"....Sorry to all you green arrow lovers out there)
There was a girl in one of the rockets...and she looked depressed and downtrodden....I personally want to say Supergirl...but I'm not sure...

So can anyone help me
Please....this was like the first comic I read (other than my mums REALLY REALLY OLD comics....which were made of paper) and I loved it
I know there is very little chance but still....

It was in a book...I believe trade paperback...if that's what they're called
(It was a collection of comics)

Are you sure it wasn't Arsenal? As that sounds like a scene from DC One Million where Vandal Savage captured the Titans (Arsenal who is green arrow's sidekick, Tempest,Jesse Quick and Supergirl) and all are in Rocket Red suits and launched at Washington in a nuclear strike. And the missles are effected by a virus of the future changing course destroying another city.And a team from the future the Justice Legion Alpaha stop the rest.
