Name that Villain, any villain (A Green Arrow Discussion)

So my sister and I are watching "Arrow" on the CW. And I realize I dont know the name of a single Green Arrow villain. Not one. All of his villains on Wikipedia appear to be borrowed from the Teen Titans, Batman or The Flash. I mean seriously. So, can anyone tell me the name a Green Arrow villain who doenst belong to someone else?

Merlyn was. GA has a ditinct lack of villains which was one of things that had me wondering why he was getting his own show.

Clock King and Count Vertigo are probably the best know other ones.

Onomatopoeia is one of my favorite villains all time for anything. He later becomes a Batman villain, but originated with Green Arrow, and is a more prominent villain for him.

China White. She is in both the Green Arrow Comics (Year One), as well as the Arrow television series.

But if you want to know my favorite GA "villain," it would have to be the Fat Cats (capitalists) and Corrupt Political Officials from his early comic years with Hal Jordan in the Green Lantern/Green Arrow series.
