why is it that when I want to work on my comic I sit there and stare at my paper with a blank mind just like the blank paper sitting in front of me but, when I'm in class I all of a sudden can't stop drawing?

I'm sure I'm not the only one with this problem.
It's a common work ethic, the whole pleasure over pain-scenario. In class, you don't really care to listen to the lecture, drawing is much more interesting. When you have nothing to "get away" from, you don't have motivation.

The best way is just to force yourself to work. Don't think about what you're doing, just do it. Get it out on paper, write anything even if the writing is bad. It's hard to work with nothing, but when you have something to work on, it's easier to continue and edit.
I've found the best way to be creative is to do your homework, the procrastination and inspiration you get to get away from your homework gives you that extra boost to get started XD I especially practice this with homework that isn't urgent

Common problem, believe it or not, especially when the drawing is a hobby and not required by a specific timeline. Everyone works differently, but I do best drawing comics when I rough-sketch out what I want the page to look like before I begin on the actual one. Maybe sketch out several pages at once. I carry a small sketchbook with me practically everywhere and can jot down the ideas when they occur to me. That way, I'm not drawing a blank when I look at the actual paper. I have a reference.

It also might help to find some way to "zone out" from anything else around you. My desk faces a wall in my room, and I usually put on music so I have an additional thing to keep my interest. 3nodding You'll have to find what works to keep you focused and motivated, and stay committed to it. Give yourself a goal of what you want to accomplish drawing that day, and keep faithful to it.
The hardest thing is starting. When you wake up in the morning, you're doing nothing, you only really eat and get ready for the day because it's habit, or required for your livelihood (or school, whatever the case may be). If something's enjoyable to you, you don't want to stop and are using it as an avoidance mechanism for something you don't want to do. Just start the project, force yourself to write or draw something, and sooner or later you'll realize that you're actually making progress.

It's like why you're not supposed to work in bed. If your mind starts associating work-time with bed, you'll have a hard time sleeping (or sleep instead of work if the bed=sleep association is stronger).

So, if you work on comics somewhere besides school, you get used to thinking about comics at some place besides school.

Just build a habit.
It may be a labor of love, but sometimes you just have to treat drawing a comic like any other job. Its not all that common that I actually want to get up and go to work, but I've just got to make myself get up and do it. Sometimes, drawing is the same way.
I feel the same way sometimes. You just have to learn not to 'turn off' that need to work when you're at home. Just force yourself to sit and just doodle for a couple hours for a week or so. That'll get you use to siting at a desk at home and working.
I've tried this before it it kinda worked, but you can go on youtube, or where ever, and look up a random lecture, and just draw while that's playing in the background.
I would wager that it's because you have ideas swirling around in your brain, but you don't know how to get them onto paper. A lot of this can be due to a lack of planning and having the skills to organize ideas and put them in an order that gives you a first step to take. I wrote a tutorial on conceptualizing and organizing ideas into script form, if you want to see it. This is a common problem, sorry if I'm wrong and that's not the problem.
