I was under the impression that Romanticism didn't start until Beethoven's 9th, which was considered the very highest that you could take music, hence the change in styles. According to composers at the time Beethoven had already done everything that could be done, and there was no way to top it. Thus presented the issue of doing things differently, which is an interesting paradox.
As for the particular piece...I suppose it could be considered programmatic (
Eroica = Heroic; named for Napoleon Bonaparte) which is definately a device of the Romantic era. Programmatic meaning that it wasn't simply called 'Symphony in Eb major'; that the title brings new understanding to the music, but at the same time leaves less room for personal interpretation.
I was told that although Beethoven wrote mainly during the classical era, he wrote during the time between both and his style seems to lean more toward the romantic era. So while HE was a Classical composer, his music was more Romantic. I'm not sure though.

Although both Beethoven and Mozart were wonderful composers and I enjoy their music, I would say that I prefer Beethoven the most.
His music, in my opinion, is more romantic and you can use more expression. Isn't that what music is about? Expressing your feelings?What's the point of music if you have no creativity? With Romantic-style music, you can have rubato,and use your technique to express your emotions. With Classical music, sometimes you just can't do that. And THAT is why I prefer Beethoven over Mozart. (Of course, Mozart was an awesome composer too.)
Besides, Beethoven wrote Fur Elise. And that, although relatively simple, is one of the most beautiful pieces I know. It gives me a joyful feeling in my heart sometimes, the reason I like music.

If you compare Beethoven to other Romantic-style composers, such as Chopin, I wouldn't pick him first as often. Chopin and Liszt are at the top of my list.
