History
The year was 1853. Under the recent regime of the age Japan was practically isolated from the rest of the world for 300 years, that is, until a naval fleet from America visited the country. These massive warships struck doubt and fear into many of the Japanese; leading to believe that their country was vulnerable to foreign powers. This mindset began a revolutionary movement in the streets of Kyoto; many samurai abandoned their masters and left for the capital becoming Roshis (masterless samurai) in the process. The Roshi then separated into two different factions: the loyalists of Bakufu and the Ishin Shishi.
The Bakufu was Japan’s government at the time. Those loyal to it believed in the slogan “Sonno-Joi” (Rever the Emperor, Dispel the Barbarians). On the other hand, there were the imperialists, the Ishin Shishi, who sought change in the government. They wanted Japan to be more open to foreigners and learn from them.
The Bakufu decided that it would be to their advantage if they took such roshis without any stand yet into their service, rather than letting them roam about the capital. As a result, roshitais (bands of wav samurais) were formed and roshis enlisted under respective Bakufu samurais where the entry requirements were usually Kenjutsu matches.
During these times there was the Shieikan, a kenjutsu dojo in the district of Tama near Edo. The master, Kondou Isami taught the swordstyle Tennen Rishin Ryuu. There were several students like Hijikata Toshizou, Okita Souji and Inoue Genzaburou. These four were like brothers, with Okita being the youngest and rumored the strongest. There were also many men who visited the dojo and had their meals there such as Yamanami Seisuke, Harada Sanosuke and Nagakura Shinpachi.
Hearing of the Roshitais in Kyoto, Kondou and Hijikata left for the city with a few disciples (including all mentioned above) leaving the dojo under the care of Hijikata's elder brother. In Kyoto they were enlisted under Kiyokawa Hachiro. Thirteen roshis, including Kondo and disciples, were appointed "Roshigumi" (Guardians of Kyoto) by Matsudaira Katamori, the Daimyo of the Aizu clan which was located in Mibu Village. There was a problem though. The Mibu Roshigumi was divided between its head chiefs: Serizawa Kamo and Niimi Nishigi on one side and Kondou Isami – head of the Shieikan Dojo – on the other. Serizawa was famous for being a wild and dangerous man, especially when he was drunk. His faction was more often disrupting the peace than they were protecting it; they burned, they extorted, and they murdered. The shortened name of “Miburo” began to have a different meaning for many, who took it to mean “Mibu wolves” instead.
This is when Vice Chief Hijikata Toshizo, wanting to end the strife, produced his dreaded rules. Rules such as never leaving the group and never behaving in a manner unbefitting of a samurai were dealt with swiftly: any infraction was met with immediate seppuku/suicide. It has been said that for this reason, the streets of Kyoto ran with the blood of Shinsengumi members. Shortly afterwards in September, Hijikata entrapped Niimi and forced him to commit suicide; Hijikata and several others then ambushed and killed Serizawa.
Back to the officer Kiyokawa, although he acted in public like a pro-Bakufu, he was actually on the other side. What he wanted to do was gather a group of roshis in the name of the Bakufu but to train them to be Ishin Shishi. He planned with the other Ishin Shishi to attack a foreign settlement at Yokohama under Bakufu control. They were to set fire to the buildings, killing the foreigners. This was so the Bakufu's foreign diplomacy, as well as their image, would plummet as low as it could get. The Shogunate heard news of this, however, and sent assassins to elimainate Kiyokawa on April 13, 3rd year of Bunkyu. After that, Kondo and disciples insisted on supporting the Bakufu, and they set up the Shinsengumi(The “Newly Chosen Group”) with 13 members, and Kondou Isami was the sole head chief of the group.
Under the new leadership of Kondo Isami and Hijikata Toshizo, acting upon orders from the Kyoto Shugoshoku who was an official appointed to maintain peace in Kyoto (1835-69), the Shinsengumi was a special police troop vowed to protect Kyoto with their swords to keep the peace. Ishin leaders set up the Kiheitai to plot the downfall of the Bakufu. Radical actions of the Ishin Shishi, such as setting fires to the gaijin's abodes made the Shinsengumi very suspiscious of other roshi in Kyoto. Their favorite combat style was many-against-one(or a few), and this became more evident as the size of the Shinsengumi increased. If the first layer of Shinsengumi members surrounding suspicious persons got cut down, further layers of members will converge on them, until they are totally exhausted and cut down.
One of the major incidents involving the Shinsengumi was the Ikeda-ya Incident in 1864. The Ishin Shishi had planned to set Kyoto on fire, and in the midst of chaos assasinate the important members of the Bakufu. The Shinsengumi received news and raided the Ikeda-ya and killed most of the Ishin Shishi involved, thus prevented a disaster. The Shinsengumi became heroes overnight.
The Shinsengumi was also involved in the defense of the imperial palace in the Hamaguri Gomon Incident. Although the Shogun surrendered to the Emperor to prevent unnecessary loss of lives, the Shinsengumi remained loyal to the Shogun even into the early Meiji era. There the Shinsengumi fought against the imperial forces in the Boshin War in 1868.
Structure
As the group's name struck admiration nationwide, it's size increased so rapidly and large (300 strong at its peak) that a more thorough, detailed committee was called for.

The Gaia Shinsengumi
Our clan, the Shinsengumi, has been created to strike down PK (player kill) clans and individuals. It is our obligation to protect the weak, eliminate injustice, and set standards for our environment to absorb and remain peaceful. To have this achieved, the Shinsengumi is at all times professional on and off duty, adhere to the laws provided by the admin unit and the head of the clan as well as Gaia ToS, and respect any and all people regardless of a person's background. We stand for the common good and will remain vigilant for many a time to come in Gaia so rest assured that we will accomplish our goals for all who strive for peace.
The Five Articles Of The Shinsengumi Law
Dai ichijou: Shidou ni somuki majiki koto.
First Article: It's not allowed to deviate from the path proper to man.
Dai nijou: Kyoku wo dassuru kotowo yurusazu.
Second Article: It's not allowed to leave the Shinsengumi.
Dai sanjyou: Katte ni kinsaku itasubekarazu.
Third Article: It's not allowed to raise money privately.
Dai shijou: Katte ni soshou toriatsukaubekarazu.
Fourth Article: It's not allowed to take part in other's litigation(other than Shinsengumi's).
Dai gojou: Watakushi no tousou wo yurusazu.
Fifth Article: It's not allowed to engage in private fights
