I'm not sure why it's much of a concern if you don't even know who she is... but I guess, yeah, what everyone else said. Tell her you're not interested and apologize and/or don't add her on FB.

Simply tell her you're not interested. There's no easy way about it. She's going to feel down about it.

Also, to avoid future problems like this, if you don't know them and aren't interested, don't flirt back or add them on FB. Simply deny them that chance in the beginning and they'll get over quickly and go search for someone else.
