Well since all this actually compelled me to research what on earth this is, all I can find and see from photos and videos is that is quite possibly tubifex worms bundled together, that with some other simple organizes working together...kind of like how the Portuguese Man-of-War fish works.

Despite them being Bryozoa, they seriously do look like something out of some sort of alien film.

. I looked at plenty of bryozoa and those things do not look like, or move like the pulsating oozing masses sitting on the sewer walls.

Dude I looked at a picture of a Bryozoa for like 10 seconds so I should know a thing or two about Bryozoans, and clearly it's not a Bryozoa.
