Apparently it can't, but apparently it can. Every pokemon has a base catch rate of 3, so with a master ball's 255x catch rate as well it shouldn't be possible, but somehow it is... I kept finding things saying they fixed the master ball fail in third gen, because it had like a 1/256 chance of failing in gen 1/2, or something anyway.
