To get one of the items you have to join either the dark elves or vampire. By now you should have gotten 2 PMs, one from each faction. Choose the one you prefer to get one of the items. You can't get both and they're soulbound, meaning you can't trade nor sell them. Mind that once you've choosen a side you can't change it!

how to get the items: go to H&R Wesley and read what Louie says, he will ask you to take some item to another shop. Keep doing what the NPCs say 'till you get the items (you don't actually need to find the items, just visit the shop). Don't wait too much bofore getting to the following shop or you'll have to start over again.
