Probably, Gandhi-ji expected his protesters to be beaten bloody with cudgels, and his wife died in prison. What should he have done? The entire purpose of civil disobedience is to contrast your own passive resistance with the active oppression of the conventional authorities, to make them look like thugs and you like a saint. And it works pretty good.

Speaking of ignorance regarding parks, public does not mean that one segment of the population gets to monopolize the park for its own uses without any consideration of the health and safety consequences for all citizens.
