Actually, yes she is. Pop-punk is described as music with both punk and pop elements or influences and while Avril's music is pop, her music is very punk-influenced.

That's like saying Malice Mizer isn't JRock because An Cafe is too. No genre of music should be too constrictive if it is to be true art.
JRock isn't a valid genre, and Avril is pop-rock.
Allow me to edit myself: that's like saying Malice Mizer isn't visual kei because An Cafe is. And Avril is pop-punk. Of course, you may just refuse to believe this because you dislike her, but there are some sucky Wrock bands, but that doesn't make them any less Wrock, right?
Avril not being Pop Punk has nothing to do with me not liking her. I can't stand Crust Punk but I'm not saying it isn't punk just because I don't like it, I know it's a subgenre of Punk. However, Avril is not punk at all.
