It is.

However some ISPs have been known to not enforce limits for connections to speed testing sites in order to instill a false sense of "they're not ripping me off'.

SPC-just a local community college.
However I tested this straight from the communication room where all the leased lines from the other campuses lead...so I kind of cheated.

Typicall WiFi connection from my home campus is 20mbps down/13mbps up--about 25 miles from where I tested.

I just went from 1 DOWN / .45 UP with Knology (for some reason I can't get it off of speedtest)

Get downloads of around 630kb/s, My upload is usually more around 100, though not sure why it's showing otherwise.
