Visual Studio .Net is de shizzle. It'd be nice if we could use that, but then that one is certainly not free, and even to college students it's $35.
If needs be we can use G++ or something.
As for the dates, Hetaira brings up a good question. Here's my suggestion:
Before you can go on a date, there's a period where you have to get to 'know' the person. you have to 'impress' them somehow. Maybe by talking to their firends, buying them drinks, chatting them up, or whatever. It would be easy to set up a point system, and once you pass a certain number of points, the girl/guy is enamored enough with you to go on a date, you set up a place and time (Is the game in real time? If it's online, how will time be measured?). If they like the place, you get some bonus points on the relationship scale. If they don't like the place, you lose points (For some reason, I doubt hanging out at a Casino on the first date would make the date like you...)
Once there, you would have to do date-ish things. Talking, buying drinks and food or entertainment. But, what you can do is restricted by each date: each of them have limits. Some might be ready to hop into bed after the second date, and some might take a lot of convincing. Some might also not like it if you try to kiss them or feel them up on the first date. See where I'm going here?
And for each date, we can script some sort of event. Maybe a jealous ex-boyfriend comes along looking for blood and you have to best him in a game of Go or you die. Of course that was a bit of an exaggeration, but other things can range from maybe a mugger, to something more mundane like locking the keys out of the car or something like that.
And in the end, the date success or failure depends on how you act with each character, and how much they 'like' you.
