I have a Logitech webcam. I plugged it into my laptop and it said it was installing it, but I haven't been able to figure out how to turn it on. Need help. I am completely technologically inept.

What OS are you using? If you're using Windows 7-, check your Start Menu for some program group with a name pertaining to your webcam. You could also try running Skype and see if it detects and initializes your webcam. If it doesn't, then the drivers aren't properly installed.

I actually have an HP Windows 8 Pavilion. And I don't think it's installing right.

Windows installs the necessary drivers for the webcam to be detected, and sometimes they are not enough to run properly.

Go to the logitech site and look up drivers for your webcam, see if they have Windows 8 drivers so you can use those.
