just real simple stuff for like clipping a few video segments to a few seconds and all; and making the clipped segments play in WMM. That's all I really need; simple and clean.

Yeah, Windows Movie Maker. If you happen to have an iDevice, the free app Splice does even more than Windows Movie Maker.

On Windows there are a couple of linear video editors I would recommend. VirtualDub and Avidemux.

But WMM could do it too, so I'd start with that.

I hear VLC also has some built-in editing support, but I don't have first-hand experience with it.
