No quests?

I am currently level 13 and recently finished making 4 sausages for Olga. Normally, as I complete a quest, it is replaced by a new one. However, this did not happen when I completed Uncle Buzz's pork quest, nor when I completed whatever the quest was before that (I think it was buying road for Wylie but I'm not 100% certain). I figured that whatever my next quest was, it would come up after I completed Olga's. Not so. So then I thought I needed to gain a level, as I was only level 12. Not so.

So, right now, I have no quests. According to my partner, who is at level 20, I am supposed to have quests, even if I have to gain a level to be able to complete the required tasks. Here is a screencut of the corner in which quests normally appear:

i reached level 21. i also have no new quests even though i know that there is a chocolate quest and a cottage quest ahead. i have seen no new quests for 2 levels and a few days now.
