The layering on the preview screen is different than the actual saved avatar. Is this a glitch?

How do you mean? What is different between the two? Remember that some items don't mirror, there are even some with hidden poses when your avatar is facing one direction, and that the avatar at the top of the site is facing right, while the customization page preview is facing left.
