There's a lot of stuff about Dream that doesn't generally pertain to play that I've defined because it's a good way to kill time and brain cells and keep my mind busy. ^^;
The High Court of Dream was an entity established from migrants and refugees from worlds bordering on Dream; sentients, human and occasionally otherwise, stumbled through the borders in one way or another, having the knack of lucid traveling or finding an aperture hidden somewhere or other. Mages and diplomats and craftspeople, people with a knack for manipulating Dream and finding the solid things that humanoids can use to live on, people with useful talents and unuseful talents, here by mistake or design, and gravitating to the Scorpion King and his descendants.
Over time, it became a codified, straitlaced, and insular society; hundreds of years and generations began to see traditions growing up, a vaguely feudal, faintly Victorian kind of court. Humans and near-humans adapted to Dream, and Dream adapted itself to flow into the bloodlines of the families who lived in the High Halls and called themselves the nobility of Dream.
