Hmmm... so artless and arted would basically be the same... just one has art and one not? (And the limit obviously)

Perhaps have it as a sort of Stage Subzero? (Since we have a stage 0... XD) Artless civvies can be brought in (one per person) and they have their own reqs to get official arts... and then have the usual reqs to move on to the other stages? So you can still have civilian events with art that gives a bonus (not having to do the pre-civvie reqs) but also still allows people to jump in and RP without having to wait for an event (just having to get approval).

Unarted civvies becoming students seems a bit odd to me, since we just had to enter for civvies who weren't guaranteed student status. I think I'd prefer it to just be a perk, just a way to get involved, rather than an actual possible character.

Actually, it would probably be best and easier to just make people wait to get an arted civvie before rp-ing.

Maybe allowing people to rp disposable civvies with no art could work. As in, they know that their civvie is going to die in some way but are allowed to rp it for plot purposes for those with arted pets. If that even makes sense. >.<
