Actually according to creative licencing law, unless the artist specifically signed away the right to resell their image in a contract, that means they can resell the image as many times as they want (the way clipart and fonts are handled). I'm a little rusty on art legislation but I'm pretty sure that's what The Graphic Artists Guild Handbook: Pricing & Ethical Guidelines. I can't find my copy...
