The problem with owning work dogs like that isn't that their neurotic, it's that they're bred to be working animals. Border Collies make terrible pets because they're bred to run all over the Scottish hills herding sheep all day. That doesn't translate well to being a pet and sitting around in a house all day waiting for your owner to come home from work. Their energy level is just way to high and they make up things to do, usually destructive things. It's similar behavior to when zoos took animals out of the wild and put them in small cages with nothing to do.
This is pretty much true for any work dog. Dalmations, German Shepherds (particularly them. I've heard them described as 'dogs that are often smarter than their owners'), Collies. Pretty much any herding dog. If you want to keep one as a pet you have to give it a lot of repetitive things to do. When I volunteered at the Humane Society the animals that were always being returned were the herding and hunting dogs. ::nodnod::
