As for laptops... Um, I got a new one last week that was a good deal for what it is. Here anyway; I think over in the US (if you're in the US?) laptops and computers are cheaper in general anyway...
What I have is a Compaq CQ58 and it seems to be able to handle anything I've thrown at it so far. ^.^

I would say check online at places like TigerDirect and Newegg as they are clearing out last years stock, so you might get a good deal on a laptop... I do believe they even still have ones with windows 7 on them rather than 8

Windows 8 is set up like an app phone and is fine if you have a touch screen... I would never in my life get it since I still use computer monitors that are... over ten years old, so yeah, no touch screen and I hate scrolling through apps anyway so mouse scrolling through them would about kill me.
