This one's a no-brainer, actually, as far as 'what series it is'. (though the actual book may be tricky):
"The Bene Gesserit seldom did anything casually." Dune Messiah by Frank Herbert.

Wow. Never heard of that one. Is it a good book?

If you like the Dune series.
It can be a bit difficult, slogging through the philosophical bits for pages on end. I wish Paul was a bit less self-loathing at times.

Hmm. I think I'll check it out and see if it's for me.

Argh, the last sounds so familiar. I'm trying to think of a book in which someone would have hair so matted the only thing to do is cut it all off, because that's the picture I get when I read that.
