The year is 2015, in Tokyo, Japan. Strange murders are happening in Tokyo. Due to liquid evidence at the scene, the police conclude the attacks are the results of 'eater' type ghouls. The Commission of Counter Ghoul (abbreviation CCG, Japanese 喰種対策局 = Ghoul Countermeasures Bureau) is a governmental agency that serves as a criminal investigative body in cases connected to ghouls. CCG are given a tip: THE GHOULS ARE PLANNING TO WREAK HAVOC ON TOKYO IN TWO WEEKS. TRUST NO ONE. THEY LOOK HUMAN. EACH HAVE ELEMENTAL POWERS. Instead of reporting the message to the police, or exposing it to the city and warning them, the agency takes matters into their own hands. Calling the Ghouls out on their message and stating that they will hunt each of them down. Now with new information that Ghouls have elemental powers, they have become even more dangerous. They need to be stopped.

The Ghoul Countermeasures Law provides the legal foundation for the prosecution of ghouls by the Commission of Counter Ghoul.


The Ghoul Countermeasures Law and related legislation contain provisions for the identification, prosecution and treatment of ghouls:

1.The Law lays down how a ghoul can be identified.

2.The Law outlaws all ghouls.

3.Humans that hide the identity of ghouls are to be punished harder than people who prevent the prosecution of a common criminal.

4.The Law defines the duties of the investigators.

5.The Law declares that no more pain should be inflicted to a ghoul than strictly necessary.



Ghouls (喰種, gūru, translates approximately to eater species) are a carnivorous species that is only able to feed on humans and other ghouls. They are as close to humans as possible: They normally have the same physical appearance and intelligence as a human with the exception of diet, mentality and inner biology. If certain rare conditions are met, ghouls and humans may even be able to have offspring (One-Eyed Ghouls), and a ghoul's organs can be successfully transplanted into a human.

The Ghouls live in the outskirts of Tokyo. After having two of their kind murdered, everyone began to riot. Ghouls were tired of being treated like criminals for being different. Nonetheless, they were tired of hiding. Tired of having their offspring slaughtered, and living in secrecy. A group of ghouls send a message to the CCG. It was only a message, trying to scare them into backing off, but ended up turning into something so much greater. The ghouls that were ready to fight were trying to gather others, while those who wanted peace were more fearful, some even fleeing to the city, disguised as human.

As for half-ghouls(ghoul children/offspring)..well they are trying to figure out which side to take. Trying to fight off their urge to feed and remain human or give in to the hunger and join the ghouls. How long will they last before one side devours them? They believe they don't belong with Ghouls or Humans. When really all they need to do is choose.

Although there are ghouls that are reckless and trying to start a war. Devouring flesh and murdering humans for the fun of it, trying to keep themselves entertained. Thus, giving a lot of ghouls who have befriended humans a bad look. Though the humans that ghouls have let into their dirty little secret don't seem to mind, even though they know they are breaking the law.

With two weeks to plan, will the ghouls be able to reason with the CCG, or will everything end in bloodshed?

RULES

1. Gaia TOS.

Please please pleaaaaseeee follow the Gaia TOS I shouldn't have to go further than that. Keep this roleplay pg-13. With that, cussing is allowed just not every word. If things get hot, time skip. It shouldn't be that hard, right? Also! This is going to be a horror / action based roleplay, blood is expected to shed! But I do not want to read three paragraphs written about an NPC's innards laying upon the ground.



2. God modding + fighting.

This shouldn't have to be said, but, absolutely no god-modding. You may not make another character do or say anything. When it comes to fighting, at least wait for the roleplayer to reply before completely trying to mutilate their character. Also to run it by the person who's character you're wanting to fight if you're really itching for one.

3. Characters.

There will be four sets of characters.

- The CCG.

- Ghouls

- Humans

- Half-Ghouls

You may play more than one character! Though, no more than four.


4. Literacy, posts & attendance.

For the sake of everything holy, please no text speak. Do your best to spell and use grammar properly. This shouldn't be said. But oh well. When it comes to length, a minimum of two lengthy paragraphs. Remember! Quality over quantity. Having writer's block is natural, but not every post. Posts do not have to be over decorative. I love to look at them, but I'm not good at them myself. A picture and a name would be fine. Please no blinding colors, though. Also, for a roleplay to work, we must have at least two posts per week. If you're unable to do so, then come to me. Chatting in the OOC is also expected.

If you fail to post within a week's span, I will check up on you. If no reply is given by two days, I will remove you. Like I said, I'm pretty laid back. So if I am forced to message you, I will take action.


5. Other.

I suppose you're waiting for the little secret code for reserves and what not? Title the reserves with your favorite color, do not forget to mention which role you're applying for or I will assign for you. The full profile with your least. Simple, right? 7/29/14 HEY! Anyone who is a human (Or a part of the CCG) now, later on if your character is near-death or is badly injure to the point where they need a transplant, you can always use ghoul organs and move your character to the Half Human-Ghoul section. That will not only keep the roleplay going but make room for anyone else who wants to become a human. This all depends on how well the roleplay goes when it starts.

7/30/14 Whenever a ghoul is around the CCG with their kakugan (Ghoul Eyes) visible, you must wear your mask. Keep your identity a secret.
-Half ghouls will need to go to the mask maker to get their mask, if they are offspring or half ghouls due to transplant.

7/30/14 We are indeed of more male characters, but the roleplay will be open either tomorrow or the 1st of August. Everyone should be either on their way to or from the 20th ward. (Ghouls, remember. You are allowed to claim wards as long as another doesn't claim that territory. 20th ward isn't anyone's since it's the most peaceful ward. 4th being the worst and inhabitable.)

8/2/14 We're open for business guys! (Finally!) In case you don't already know, everyone will be either going to or from the 20th ward. (That way everyone can get to converse with whomever. Please don't leave anyone out.) Within the 20th ward is the coffee shop that Yoh runs, a diner, and a lot of other shops. The 4th ward is where the mask shop is (Orion & Elizabeth works there) , and is in the worst part of Tokyo, only ghouls go there.If you want to add any other wards or locations please PM me.
