Command Inducement definitely will not work. Though blood cloning sounds like it could work.

Thanks to Ally now I'm deliberating between
blood cloning or vector manipulation

I thought about weapon manipulation
but that would mean he'd probably have to have sufficient knowledge about weapons in order to make it work
with the world that they're in, I don't think that would be possible

and I'm a little "meh" on shard manipulation, too much could happen there > ~ >

I think vector manipulation really is more versatile.
Also easier to write...
I mean writing for the clones would be a pain...

The most common ways I know to limit a really OP power are:
1) range of control. I feel like this could still work with vector control because if something come near you at high speed you could still make it fly very far and become a projectile. So it'd also work for far range.
2) Target limitation. You could make it that... he can only use his power on one target at a time.
3) Turn limitation. He could only use his power once every 5 minute or he gets tired?
