It's a television show. Off and on, it's been playing on the BBC since the 1960's, and just recently finished up a great big season finale-cliffhanger with the guy you see in the above picture playing the main character, "The Doctor". For a full story behind The Doctor (and it is QUITE a story), you really do need to google the wiki for Dr. Who.
