Getting beyond the basics, there are two key factors you need to be aware of
1) How exponents work when they are positive vs negative.
2) Converting between different units

A positive exponent is how many times your multiplying by the number (ie 10^2 = 10*10, 10^3 is 10*10*10)
A negative exponent indicates how many times to divide by the number. (ie 10^-2 = 10/10, 10^-3 is 10/10/10)

So, 10^-10 = 0.0000000001

5 * 0.0000000001 = 0.0000000005

20 / 0.0000000005 = 40000000000

1 second = 1,000 microseconds
1 second = 1,000,000 milliseconds
1 second = 1,000,000,000 nanoseconds

Therefore, 40000000000 / 1000000000 = 40
