The Criminal's Name: "Sassy Shock'N Carnation" Or "The Conceded Carnation." gets her name because she matches her white carnations. The smoke is a smell from not only her but the flowers too. She "is" a lovely white carnation and if you get her mad, look out!. She will zap you with a volt from her wand.
Crimes: Corruptions of beauty pageants, destruction of anything she deems more lovely than her. When she gets mad her eyes spark of lightning and volts spark from her hair, the origin of this power is what researchers claim to be a side affect from her testing with chemicals, she was trying to completely eliminate body odor with the scent of carnations and a quick shock to odor would eliminate it.

Achilles heel: The angel bow in the back doesn't seem necessary, however it can stay since it matches the wings on the head and the ankles. Try using Mythrill Halo to entwine with the dark halo, if it works. Lastly the white cat headband, i see that you do need something white to balance your head but the cat headband seems a bit out of place.
