Ok, I'm wondering if you can have two tattoos, both for arms and other body areas (besides the face, 'cause I know you can there), on at the same time. I would just try it out but I don't want to get a tattoo that I won't need/use.

Yes you can. Note that after you buy a tattoo you can go and equip it before buying another tattoo, so you can see what they look like together.
