Katara's dad is Hakoda, and I'm not sure if Tahno is from the Watertribe or not, but he's a waterbender so there has to be Watertribe decent in him.

Also - I think Tahno has water tribe LINEAGE, but I don't think he's actually watertribe - what with the lack of inuit skin. I think he's just a product of the 'melting pot' that is republic city.
