The Avatar cycle of reincarnation followed the pattern of Air-Water-Earth-Fire. I'd assume the selection is random. But who knows what will happen after Korra dies? The old cycle has ended. Korra has broken off all connection to the past Avatars. I personally don't even believe that the cycle is going to continue. There's no need for a bridge between the spirit and physical worlds if those worlds are not separate. The Avatar cycle did not begin until the spirit world split apart from the physical world. Naturally it would end after the world returned to its initial conditions.
