....What's a screen tone?

What make the different tones of gray in manga are small dots, and to make those most traditional artists use screentone, which are adhesive sheets of those small dots and patterns. However, they are expensive, so now some people tone DIGITALLY.
>.< But its kinda confusing to make your own, and that person I linked to scans in the sheets of tone they buy.
