It's shouldn't be about whether your art is good. It should just be about enjoying what you're doing. If you practice, and you enjoy practicing, you might find that you 'improve' in your own eyes.
As for chibi, there's no correct way to make them. Actually there's no correct way to do art of any kind. It all has to do with what your style is, what you want yours to look like, and what your comfortable with.

While you're right, there is no "correct way" there is such thing as a...(dare I say it?) bad way, and heck, even a good way. I'm not even talking about style just good character design that will vary from quality of line to appeal of shapes.
To get better in general work on learning real anatomy (not anime, but real life anatomy) and for chibis I would suggest looking up some stuff on the language of shapes as well as maybe reading up on lines and the effect of varrying thicknesses and weight or something. I'm sure there's some good tutorials somewhere out there.
