Seriously, just practice regular human proportion and anatomy. Then you know how things should be when you draw the chibi version of it. Honestly, chibi had no correct proportion. Chibi is as you see fit, so other than not giving them a head too large to support, anything should be fine.

Well, if you're going for the super-deformed look, take Powerpuff girls as an example. They have the basic layout of an SD, so it would be a grand starting place.

If not, then at least I tried.

It's shouldn't be about whether your art is good. It should just be about enjoying what you're doing. If you practice, and you enjoy practicing, you might find that you 'improve' in your own eyes.

As for chibi, there's no correct way to make them. Actually there's no correct way to do art of any kind. It all has to do with what your style is, what you want yours to look like, and what your comfortable with.

Well, you could google it. XD
Um...like everyone's said, there isn't a definite way to draw chibi's or anything, really. But you could try the two/three head porportion thing. Search "how to draw chibis" on Google or Yahoo! or Ask or something. Study other chibi's.
Or, you could just draw a person with a giant head and see how that works out for you.

I've been drawing for a while, and it's still hard for me to draw chibi.
(I would show you my work but I don't have any at my Mom's house)
Plus, you don't have to follow other artists' works. Yeah, some manga is good with the large eyes and stuff, but the unique(-ness) of some artists' make it really good. For example: Gokinjo Monogatari is a really cute manga; really weird art, but makes it memorable. It really bothers me when people try to copy others. . .

Anyways, done with the lecturing. About the Chibi thing, Just follow your instincts and don't sink so low as to copy somebody's art; BUT a good inspiration is Card Captor Sakura. Clamp does some cool crazy things.
