Callie: It basically means near the end of the auction,the person with the highest bid must hold the highest bid for atleast 15 minutes ~

If that person gets outbid,then,the next person with HB must hold it for 15 minutes,it will continue until the person with the highest bid has held the highest bid for atleast 15 minutes,even after the auction 'ends'~

Let's say,someone outbid the last HBer,with,mm,1 minute left in the auction,to prevent someone from outbidding them because time for the auction will run out,they have to hold the bid for 15 minutes,to make sure it's un-snipe-able ~ so other people have a chance to outbid the last person :3 /nodnod ~ I hope that helped ~ :3 ~
