Well, if you want to draw in the anime type style, which you already seem to be doing, I have a few tips.
1. Go to the library and find one of those How To Draw manga books.
Sounds lame, I know, but they actually will help.
They'll help you with the placement of the eyes, and other facial features, along with helping you create a base/outline for your character.
2. Buy one of those wooden manikins from an art store.
They'll help you with the proportions of the body.
I suggest buying a male one before female though. You may not even need to buy a female.
I use my male manikin to draw females as well, and it works fine.
3. Start with simple sketches. Get the placement of the facial features and the proportions right before you start going into more advanced drawings.
You might even want to try drawing different types of eyes until you find one that is easy for you to draw.
4. Try drawing different hairstyles on just blank faces. Hair is probably the second most important feature on an anime drawing, next to the eyes. (Eyes are very important.)
Draw spiked hair, long flowing hair, wavy hair, etc.
5. Learn how to draw the clothing. Most people forget about this thing called gravity while they draw.
Make sure your clothing flows nicely and hangs properly.
