Is it a serious project, may I give references that he is really one of the best artists?

It looks legit.

But I have some qualms about it -- some of the people in the list seem a little arbitrary, given that there is a heavy emphasis on abstract artists -- and many were just churning out "art" from roughly 1930 to 1980.

The list has been critiqued as being largely a reflection of Dr. Sergey V. Zagraevsky's opinions, given that he is head of the Artists Trade Union of Russia and is himself a self-taught abstract painter. Nothing stopping you from doing so, but I'd be careful using it for a reference for citing anyone as being one of the greatest artists of the past 100 years.
