Hell Girl is pretty good. Has some scary moments, and Ai looks kind of scary to some people.

Higurashi no Naku Koro ni and Elfen Lied are superb. Deadman Wonderland is al right if you're looking for some blood. Jigoku Shōjo is also really well done, but I can't really get into animes that don't have continuous plot lines.

Shiki is a good one. Its not necessarily scary but it would fit into the "horror" genre I believe.

Future Diary. It's technically thriller but it's incredibly gory (especially in the beginning) and has been compared to Higurashi. It's amazing ^^

I would say give Higurashi No Naku Koro Ni and Mirai Nikki a try. Both are good horror anime's but if you want one that is finished you want Higurashi. Mirai is only on episode 13 and is still coming out.

Edit: Shiki is also a good one though more drama in it. Deadman Wonderland I hear is pretty good but I haven't seen it yet only a few clips *creepy clips*.

Anything that is not, not NOT elfen lied. This show is gory, mindless, with no buildup of tension at all. It is shallow, poorly dubbed, and its only redeeming features are gore, boobs, ans some amazing music. It is not horror so much as an animated snuff film.
