These are some romance ones I've seen. They all have dubs as well. I really enjoyed Ah! My Goddess. Very lighthearted. I'd say there's a lil more romance in the 2nd season. (Also dubbed)

I know of a lot of others but there not dubbed yet.

The Placed Promised in Our Early Days is a romance movie. Pretty sure its dubbed
Whispers of the Heart also a movie from Ghibli Studios

(Can only think of anime movies at the moment)

Edit: Kanon (romance tv series) Haven't watched that one yet myself.
