Rosalia from Angelique has some really gorgeous, refined-looking gowns..the rest of the female cast of Angelique has elegant gowns as well, but especially her.

Chii, as previously mentioned, has many EGL-ish dresses...

Paradise Kiss (manga) has some pretty fancy clothes at times..

Well, I have many favorite dresses from manga and anime but Princess Serenity's dress from Bishoujo Senshi Sailor Moon must be my favorite, It's simple yet very beautiful (+ I love her hair so I just have to like it. ;P). I also like the dresses from CLAMP.

Definitely. I briefly considered suggesting it myself..I was looking at cosplay pictures yesterday and there was a girl at Sakuracon with a gorgeous Serenity dress..even though she really didn't look like the character, she just looked gorgeous. 3nodding
