You read the manga didnt you..Well to be honest we all know thats a lie,,if you read carefully it hinted that sakura saying I love you to Naruto was a plot to stop naruto from looking for sasuke since they all know that if naruto doesnt stop searching for sasuke he will put his life endanger with Madara proclaiming war with the kages and he said clearly that his plan is to use all jinchurikis to summon Jyubbi and use it to recharge Madara's sharingan powers to full power.
So probably they including sakura thought that saying I love you to naruto might stop him searching for sasuke..Although for now this is just my theory.
