Well, Psyche and Delic are from the designs of the OST CD 'Psychedelic Dreams', people just gave them personalities.
Tsugaru was created from Shizuo's character song 'Tsugarukaikyou Fuyugeshiki'.
And Hibiya was created from Izaya's character song 'Subarashii Hibi'.
And the others were just randomly thought up I guess. o:

These counterparts are actually designs for their character cover songs. Pretty much all of the main Durarara characters have one. Shizuo and Izaya have more because of their popularity. The designs were pretty big in Japan so the Japanese fandom created personalities for each design and now they're a huge part of the fandom.
