That is a hard choice, I'd have to say Frollo, he was evil under the guise of doing 'good'.
He also got the best villain song, in my mind at least. |

Male: Hades Female: Maleficent And special props to Chef Louie from The Little Mermaid. I know he wasn't "technically" a villain, but he did scare the crap out of Sebastian and he has the best song. Also the Devil in the final scene of Fantasia. I'm still scared of that thing. |
