That is a hard choice, I'd have to say Frollo, he was evil under the guise of doing 'good'.
He also got the best villain song, in my mind at least.

And special props to Chef Louie from The Little Mermaid. I know he wasn't "technically" a villain, but he did scare the crap out of Sebastian and he has the best song.
Also the Devil in the final scene of Fantasia. I'm still scared of that thing.
