Scar I find to be more evil.
Holding a grudge since his cub days, to the point he kills his own brother, trys to get his subjects to kill his nephew, failed attempt, claims Simba killed Mufasa and then tells simba that the hyena's are the true savages.

For classy, that dude from Pocohantas with his little doggy

Frolo. What made him the best is the fact that he was pretty much a real person. His inhumanity felt so real, like he actually existed. He also had reservations about what he did to people, which sort of plays against him as a villain. But he redeems/condemns himself by going apeshit and evilll.

He also had a pretty damn good song and a creepy a** voice. SCREW YOU JEREMY IRONS!
